The new "pre-appointment" customs declaration system for overseas online shopping is now on the road and will be fully implemented in July next year

The Customs Administration of the Ministry of Finance stated that some people’s personal information was stolen and declared to import illegally controlled items, which caused innocent people and customs declaration companies to be implicated and fined. The customs will implement the "new system of pre-appointed customs declaration" from today (28th) to import express goods. If the importer is not pre-appointed for customs declaration, the goods will not be declared for import. The Customs Administration pointed out that in order to allow the industry and the public to fully adjust the response period, after the new system is launched, the scope of implementation will be gradually expanded in three stages; and the pre-appointed customs declaration is a foreign operation, and the time for the public to collect goods will not be delayed due to customs operations .

The Customs Administration stated that the number of registered users of the real-name authentication Yiliwei APP has reached 3.8 million, and the proportion of import declarations that have passed "real-name authentication" accounts for 85%. Adjust the current operation mode, push the customs declaration information with the real-name authentication app before the goods arrive in Taiwan, and the public can confirm whether they are importing goods through the real-name authentication app, so as to ensure that the goods declared under the false name cannot be declared for import.

The Customs Administration further stated that in order not to affect the customs clearance order of express goods, and to give the industry and the public sufficient adaptation period, the new system will be gradually expanded and implemented in three stages. The first phase began on December 28, 2011, and the scope of implementation was about 2,300 high-risk lists that had registered real-name authentication apps but responded to false customs declarations and pushed many times without reply; the second phase began in 111 Starting from March 1, the open public can set up their own declaration of imported goods in their name through the real-name authentication app, and they must be confirmed whether they are imported goods; the third stage will be fully implemented from July 1, 2011.

The Customs Administration appeals that after the new system is launched, express customs declaration operators are required to complete the appointed customs declaration process before the goods arrive in Taiwan. The public should also pay attention to the real-name authentication app push messages to confirm whether they are importing goods in time, so as to facilitate the smooth promotion of the new system.
